Premier Blaine Higgs says legislation that would allow authorities to force certain people into drug treatment is not ready to be tabled. Higgs also says he’s not ruling out using the notwithstanding clause to adopt it. The clause in the Constitution protects bills from court challenges over Charter rights violations. The province’s public safety minister Kris Austin has said the idea behind the bill is to force people with severe drug addiction into treatment if they’re not in a mental state to make that decision voluntarily.
